With an education in community-based planning and an expansive knowledge of railroad operations, David is well-equipped to serve as an interpreter between railroads and other stakeholders.

David is experienced in analyzing freight and passenger railroad operations, performing mapping exercises, conducting stakeholder outreach, developing planning documents, and preparing application materials for competitive federal discretionary grant programs.

David graduated from the University of New Mexico in Albuquerque, where he majored in Environmental Planning and Design (BAEPD) with a concentration in Community and Regional Planning.


NOTABLE HIGHLIGHTS

  • Led or contributed to the production of successful applications for competitive discretionary grants under the Infrastructure Investment and Jobs Act (IIJA), securing over $190 million in federal funding awards for rail projects around the U.S.

  • Authored / Co-Authored seven State Rail Plans, three State Freight Plans, and six Highway-Rail Grade Crossing State Action Plans.

  • Participated in numerous freight and passenger rail studies in the U.S. and Canada.
